Abstract

The EU has launched its AI Act, the first of its kind globally, in an attempt to regulate the rapidly growing playing field of AI legally. To what extent will a horizontal regulation of AI protect EU citizens from the risks associated with AI while at the same time promoting AI-based innovation? What are the pros and cons, and are there other ways? How do different countries approach this societal change with its borderless nature?
